Phil’s practice emphasizes appellate and civil litigation. He also represents community associations and is one of few attorneys in Whatcom County to represent parents and students in school discipline and special services hearings.
Phil served as a law clerk in the United States District Court from 1987-1989 and in the Washington Supreme Court from 1993-1995. Before founding BuriFunston, he was an appellate litigator for eight years at Brett & Daugert in Bellingham.
Phil enjoys identifying the nucleus of an issue and creating persuasive arguments from that knowledge. His love of writing and speaking are key elements in transforming convoluted issues into concise briefs.
With his clients, Phil views his role as a guide to help them understand the options available and make appropriate choices. His years of experience have equipped him with the vision to see a case through to its resolution whether in court or in a conference room.
His appeals include defending San Juan County’s ban on jet skis, Weden v. San Juan County, 135 Wn.2d 678, 958 P.2d 273 (1998); and successfully advocating a tort of wrongful adoption, McKinney v. State of Washington, 134 Wn.2d 388, 950 P.2d 461 (1998)
